"Visual Cursor Movement" not working in Arabic in ID 19/19.01
On previous versions of ID with Arabic support, I could press left arrow to move cursor left, right arrow to move right. In versions 19 and 19.01, the cursor goes to the beginning or next line of Arabic text. So I have to select 'Logical Cursor Movement' under settings but now cursor move the opposite way: left arrow moves cursor right.

I discovered that this problem happens only on certain paragraphs. If I type and then delete a letter in that paragraph, the problem goes away and I can move the cursor in it as normal.

in version 19.5 and windows 11 issue remain. But If you go to Preferences/type and select "Enable legacy...." and restart the issue will resolve but you lost harfbuzz type shaping so It is related to it

As the original poster mentioned, the visual Cursor Control is not working as it should.
Try the following… Preferences > Right-to-Left, from the Cursor Movement drop-list, choose "Visual". Click OK.
In the document, use the arrow keys on the keyboard to move to the right or left. Instead of moving right or left while clicking on the right arrow or left arrow, the cursor will jump to the beginning of the next line or the previous line.
