Reading order of footnotes is incorrect for multi-column layouts
InDesign is not placing footnotes correctly in the reading order when generating accessible PDFs for layouts with more than one column. Instead of placing the footnotes at the bottom of the page's reading order, InDesign is placing them at the end of the first column, interrupting the reading order.
Also, after correcting the reading order by placing the footnote(s) at end, Acrobat reports a 'Tagged Annotations - Failed' error for the footnote or the first footnote in a block of footnotes when it is a hyperlink.
