nonprinting text boxes disappear in normal view. Create a text box and type text into it. Select Window/Output/Attributes, and tick the box.
InDesign 18.2.1, Mac Mini Apple M2 Pro, Ventura 13.3.1 (a). Create a text box in Normal View and type text into it. Select the box, then Window/Output/Attributes, and tick Nonprinting. The text box on the page becomes invisible, although you can still select it if you know where it is. What should happen is that the box and text remain visibile but do not print. This makes the nonprinting feature useless. This was OK in my last version of InDesign, CS6 on a PC.

It work OK on my Mac mini M2 pro, Ventura 13.4. Be sure you are in Normal Screen mode and not in Preview (Presentation). Your screenshot look like you are in Preview mode.
