Footnote references not fully displaying all digits

After updating the file type for the new InDesign 2023, I noticed that my footnote reference markers were not displaying correctly in the footnotes themselves: the second digit is always missing. So for example, if the footnote number is 35, only the 3 is displayed. If the number is 128, only the 1 and 8 are displayed (with a blank in the middle). This is taking place even after converting to .idml.
My colleague with 17.4 opened the same .idml and it is displaying correctly. The first screenshot is from him showing what it is supposed to look like. The second is from mine showing the error. The third shows footnotes that should be 3 digits, with the middle digit also not displaying.
Additionally, the error also persists when exporting the document as a .pdf .
