We've been struggling with JPEG images that cannot be placed into InDesign. I dug in deep and was eventually able to identify two classes of images that InDesign (and Illustrator) will refuse to place:
Type 1: Photos created via WhatsApp on an Android phone.
It took a while to figure this out, but this seems to be consistent.
I tested two different brands on Android phones and can consistently create photos that cannot be placed in InDesign. Simply start WhatsApp on an Android phone, make a picture and send it via WhatsApp. On the receiving end, download the image to disk, then try placing it. InDesign refuses to place the image.
The issue does not occur with iPhones, and it does not occur when downloading images directly from the Android phone - both factors (WhatsApp and Android) need to be present, as far as I can tell.
These files work fine with other apps - as far as I can tell the JPEG code in InDesign is not able to handle these images, but the images seem correct and are not 'weird' in any way that I can tell.
The issue is often seemingly elusive, because so many tools will silently re-save the JPEG - and resaving often 'resolves' (NOT!) the issue
Type 2: images that use a reversible color transform.
To generate such image, create a Targa image in Photoshop and install the `cjpeg `utility that comes with libjpeg.
Then convert the Targa image into a JPEG using the cjpeg command line tool, and add the '-rgb1' option.
The resulting image will not be able to be placed in InDesign.
