[ID-4224415]Accessibility Tags order to match in InDesign and PDF
Accessibility tag tree is not matching as per InDesign XML tag structure. We are doing more manual work to re-arrange the tag tree as per PDF view in Acrobat. We need to fix this bug in InDesign and match the tag tree as per InDesign tag structure for the accessibility PDF.
Attached sample file and screen shot FYR....
Thanks for reporting. We will review the issue shortly

@Adobe: This is one of the immediate fixes required, but in the last 4 years it's showing as 'Under Review', do you think this much time is required just for review?

That's an easy fix in the InDesign layout.
If you place each article (meaning each text frame, although ONLY the initial frame for THREADED content) into the "Articles" menu, you can control the ORDER in the ARTICLES Pane by sliding them up or down... and then the tags will FOLLOW the articles order that YOU set IF you ALSO choose the ""Use for Tagging Order in Tagged PDF" option in the articles pane drop-down menu.
However, if you are using the articles folder, in order for it to be correct, you MUST put ALL content in the articles pane....the cover text, the table of contents, the first frame of the threaded article that may occupy several pages, etc. — It's an all or nothing scenario.
REMEMBER (and this is IMPORTANT), in the right corner menu drop-down options, you must select "Use for Tagging Order in Tagged PDF" in order for the articles pane to control your tagging order on the PDF output.
