On a large document copy kerning moves 1mm across a page. Nothing else moves

We are using Indesign 2020 15.1.2 and one person is using 15.1.1
We are creating sections of PDFs and combining then for a very large catalogue using a printers preset
The PDFS don't match. Some PDFs result in slightly enlarged text and images.
This does not work when you are doing a black plate change.
Any ideas what causes this? IT thinks it might be in our indesign settings....
