Unable to scroll after zooming in.
Often times, after I have zoomed into a page, I lose the ability to scroll up and down through the page. This happens to both my scroll wheel and the hand tool. I have attached a video demonstrating it.

I'm facing the same problem. And as @Sarah A Carpenter says, I'm only facing this issue in document sized: 1920 x 1080 and only when I use Alt+Mouse wheel to Scroll.

I have the same problem, but only in a document measuring 1920 x 1080, and only when I zoom in with Alt+scroll. Then I can't pan around. If I zoom in with ctrl+ + then I can pan just fine.

I have had the exact same problem for versions of InDesign since at least 2014.
