Export the complete Text
To make the text contents of a document available for other users or applications one should be able to export the whole text (meaning every piece of text in the whole document. To a single text file (rtf or txt). Currently I am able to this with a plugin
(https://www.rorohiko.com/wordpress/indesign-downloads/text-exporter/) but I feel this should be within the scope of the program itself.

Agreed. All outside scripts still require certain clean up actions. This is quite a common workflow process and converting from PDF is not at all clean.

#metoo :) I would sequence it by story as we use this for proofreading so that a 'galley' file of plain text can be sent for checking so order is not critical. Maybe the order should be page based? Doing it via story (linked panels) may be better - I haven't really thought it out that much! At the moment we use markzware ID Util to do this and the output is pretty randomly sequenced (maybe in order stuff was created) but it helps a lot for the proofreaders.

The problem is not the exporting itself. Think about it a bit longer: in what *order* should separate text frames be exported? "As they appear" page-wise? Then a running text thread may be interrupted by a separate frame. Also, text can be threaded through pages, but not 'in page order'.
