Allow upload of separate PDF
It would be nice if we could choose the PDF to be available for users to download. Sometimes interactivity creates pages that don't look good in PDFs. Sometimes companies simply have different PDFs they'd like to be downloaded.

I concur. As we design for a government department, careful attention must be paid to accessibility and is in fact mandated in our deign principles. The best way to accommodate this would be to allow a separate pdf with accessibility features to be uploaded as a 'downloadable' from the published dashboard.

Here is a comment from Adobe forums by @richardspensley who is with the internal design studio of the Auckland Council in New Zealand that outlines yet another use case for needing to make a separate PDF available for download from a Publish Online document:
"As a local government organisation, keeping publishing costs down and reducing the need for print, as well as being able to tell the stories in more engaging ways is very important. I would echo debbiea37325331's question and comments about accessibility, as it is important for a local government organisation to meet accessibility standards and so it would be great if it was possible to build some kind of accessible feature into the Publish Online tool, even if that was just an accessible link to download a user-selected accessible PDF, rather than the auto-generated PDF from the upload tool."
