Add ability to scale PDFs upon export
Add an option to scale to desired percentage upon export of PDFs.

Agree, we can do this in illustrator. Provided it's scaled, it shouldn't be hard to do.

It is difficult to resize an InDesign project once it's in PDF. Acrobat does not help.
So now I have to remake a 224-page book to create a larger edition.

One of those features that seems unbelievable that it's not already there. Currently you have to scale in Acrobat via Preflight. (https://indesignsecrets.com/creating-a-different-size-print-pdf-a-workaround.php).
There are so many reasons people need this in so many scenarios. Just a simple scale upon export vs. using Layout Adjustment, which you then have to check.

This would be really useful in the education field for items created as both large classroom visuals and smaller companion student versions. I'd like to be able to export press-ready PDFs from a single InDesign file. Scaling at export would allow correct bleed and marks to be added to any size, as opposed to printing a large PDF at reduced size, which then reduces the marks and bleed area.

I would like this too, it doesn't always work the same to print to a pdf from InDesign, and it would save the step of then printing the pdf from Acrobat at a reduced size (or enlarged if needed.) I was asked before the most recent release, by someone who called or emailed from Abobe, if I had any suggestions for improvements, and couldn't remember it then...

This would be a real time-saver since many of our clients build their documents to the wrong size. While our workflow allows page geometry to be added, initial PDF proofs before the refine process are still problematic.
