Hi,
This has been the behaviour since the beginning. See the link https://helpx.adobe.com/indesign/using/object-styles.html where it states “This category is applicable only if the object is an unthreaded text frame.”Please let us know any use-cases where this can be beneficial so that we can process this as a “Feature modification request”
You can ctrl(cmd)+a in a text frame and then apply the paragraph style as a workaround.

The text frame on the left needs to be flush left and the text frame on the right needs to be flush right
I have seperate paragraph styles for each text frame defining the flush left or flush right
I have about 4000 names and subtitles that need to flow from frame to frame (flush left or Flush Right)
THIS FEATURE SHOULD BE IN INDESIGN. TO AUTOMATE TEXT FLOWING FROM FRAME TO FRAME WITH DIFFERENT PARAGRAPH STYLE ATTACHED TO EACH TEXT FRAME.
I agree with the suggested improvements to TOC styling
I would go one step further
You should be able to do TOC specs in the Paragraph Style window
Maybe another item down the left side for TOC specs
Like a button to include in TOC and how to style it, just like TOC styles
This way you could save a lot of time by setting up the TOC styles at the same time you are adding Paragraph Styles, at the point of creation instead of after the fact.
