We've just released InDesign 17.2.1 version which addresses this issue.
Please update to this latest version using Creative Cloud Desktop application.
In case the fix does not work immediately for you, please try the following:
1) Quit InDesign.
2) Delete the following:
on Mac:
/Users/[yourname]/Library/Caches/Adobe InDesign
/Users/[yourname]/Library/Preferences/Adobe InDesign
on Win:
C:\Users\[yourname]\AppData\Roaming\Adobe\InDesign
C:\Users\[yourname]\AppData\Local\Adobe\InDesign
Relaunch InDesign & see if it works properly now.

In InDesign, the bounding box has always been on the outside of the stroke. It has not been changed at all. In which version of InDesign were you seeing this behaving differently than the current version?

Adobe InDesign teamAn error occurred while saving the comment Stacie commentedI'm not sure which version it was in, Indesign 2018 or 2019. But i'm positive that if I created a box with a stroke the bounding box wasn't around the stroke because I never had to work around an object snapping to the outside of the stroke instead of to the box.
I wasn't sure if it was some kind of setting that was turned off when I updated to the latest version?

The stroke is always shown inside the bounding box for all three types of stroke alignments. But if you check the size of the object, it will be different for different stroke alignments.
For example, if you have a square of 100 pt x 100 pt with a 20 pt stroke weight aligned to Center, its W & H = 120 pt. Similarly for the same square, if the stroke is aligned to Inside, its W & H = 100 pt while for stroke aligned to Outside, its W & H = 140 pt.This is how it has been designed.

I deleted the suggested files, uninstalled & reinstalled Indesign (17.3) and the fonts are still missing. So far they are the TTF version of Bitter & the OTF version of Monserrat Alternates.
