This issue was fixed in 19.2 version of InDesign.
Please update to this version or later to get the fix.

Then to slow-roll the fix, and expect people to join your volunteer beta tester program just so the can SCROLL again -- a very basic function of every computer in existence. How much time does Adobe think the working professionals who use their software (and pay a premium for the privilege) have?

Hello All,
Thank you for your support all this while. The issue is now fixed in the latest update of InDesign.
Please upgrade to the new InDesign 14.0 from your Creative Cloud Application.If you are unable to see the update yet, click on the menu (three dots) on the top right corner of Creative cloud app and click on “Check for App Updates”.

InDesign TeamAn error occurred while saving the comment Brian commentedFor those who don't know what "Show Adornment" does - when you highlight some text a little font icon shows up in the bottom-right corner that gives you additional open-type font controls on the fly. This is a pretty useless "feature" for me, and it's obviously pretty buggy as well. Pradeep's workaround does work (thank you Pradeep), but it's definitely a workaround, not a fix. Still, even when they do fix this, I'll probably leave this little "feature" disabled.
Follow-up comment: updated to the latest version today (19.2) and touchpad is working again. Thanks for the update Adobe!
