I discovered that how the item is designated under Object > Content affects whether Artifact translates to the accessible PDF. But of course this is annoying because then you have to go through the whole document (that used to work) and change it to make it work properly.

I'm able to recreate it using a new doc. But I notice that this occurs when I uncheck Facing Pages at the time I create a new doc. If I create a document with Facing Pages checked on but then go back to uncheck it after the fact, this odd behaviour doesn't occur. I have a screen capture video of this bug if you want to see it in action. It is reproducible on my end.

Bug - I have set up about 3 cell styles in InDesign CC 2018 (13.0) document. When I view the Cell style panel, there is only 1 or none listed. When I click or place the cursor in the cell, the style shows up in the panels but no others are listed.

The same behaviour is happening with the Table style panel.

I had assumed all Styles panels list styles as Paragraphs and Characters, or at least they should that way you know what Styles you have in a document.
