In the Book panel, add any InDesign file to the book.
Select the hamburger "more" dropdown in the Book panel, Select "Export Book to PDF". Select "PDF Interactive" in the Export dialog. Also occurs on a Macbook Pro 13in 2019 running Sonoma 14.6.1.

Hi,
We are aware of one scenario where the issue is reproducible. The workaround resolves the known scenario as stated below:
- Open the document in InDesign 19.5.
- Export it to IDML.
- Open the IDML in InDesign 20.0.
Please share the document with us at sharewithID@adobe.com.

Hard to believe this is still missing. I have a doc with 264 endnotes and the numbering must continuously increment between the main story and many inset tables, charts and sidebars.
Crazy to see all the Adobe expense put into integrating AI and we don't get a fix for this. Just nuts.
