fit frame to content no longer working as top toolbar click icon shortcut or pulldown or help since recent sonoma update to 14.4.1

ID2022 17.4.1 mac OS intel iMac 2020

already restarted numerous times. recently had to start over for prefs/settings -- that is a waste of time & ridiculous to have to do it every time.
