Package-PDF and Export-PDF create different results
Mac OS Monterey 12.6 / Adobe InDesign 18.3
Function "Create Package" with a PDF and selected job.options (PDF Presets) creates PDF with wrong downsampling for images.
Function "Export PDF" with same PDF Preset creates PDF with expected quality
Why is there a difference?

Two. Years. Later.
Still getting this. Here's a side-by-side comparison of the same PDF preset (the one we use for sending PDFs to press), exported separately, and exported as part of the Packaging function.
