InDesign 2023 18.0 x64 with too much CPU in idle
InDesign 2023 18.0 x64 is consuming too much CPU in idle, without any file open.
System: Windows 10 Pro 2H22 x64, SO 19045.2130, Workstation Dell Precision Intel(R) Xeon(R) CPU E5-2603 v2 @ 1.80GHz, 16 GB RAM.

This sounds pretty odd. On my i7 9700k it uses about 0-.5% with nothing open, and my Threadripper 3955wx is almost always at 0% with nothing open. 24% is a little odd. It could be one of the side programs, like the ones used for license authentication, font activation, or another Adobe-related thing that loads under the InDesign process, that is causing it. Adobe CEP HTML Engine might be a culprit. I end up with about 20-30 instances open at once, and I have no idea why.
