Deactivate start page setting is missing

Under gobal settings there are 2 checkboxes missing:
- show startpage if no document...
- use old open dialog

Deinstallation and new InDesign installation brought nothing.
What could be the reason?

    1) Creative Cloud Cleaner Tool - delete all.
    2) All Adobe folder - delete.
    3) All Adobe entries in registry (very much remained even after using cleaner tool) - delete.
    4) CC Desktop and Indesign - install new.

    Now I have the settings window as it should be :-)

    Hinweis:
    Deaktivieren Sie das Kontrollkästchen Arbeitsbereich „Einstieg“ anzeigen, wenn keine Dokumente geöffnet sind (Voreinstellungen > Allgemein), um den Arbeitsbereich „Einstieg“ über das Dialogfeld „Voreinstellungen“ zu deaktivieren. Die Tastaturbefehle Strg/Befehl + O und Strg/Befehl + N sind weiterhin nutzbar.

    Genau das kann ich nicht machen :-(

    I also noticed that Cache folder which should be

    %USERPROFILE%\AppData\Local\Adobe\InDesign\Version [#]
    \[Sprache]\Caches

    has en_US instead of de_DE as it always was before:

    AppData\Local\Adobe\InDesign\Version 17.0\en_US\Caches\
