locked layers are invisible
I have an issue with locked layers: they are invisible in the layer-panel. I can only see them in the layout-view. I cannot edit, delete or unlock them. I can only make them invisible by disabling the "eye".
This happend to a file that was packed about 2 years ago. Unfortunately, even the IDML-File can't be edited. What's wrong?

Yes, they are locked, to override (access) one master item at a time, CMD+SHIFT-click/CTRL+SHIFT-click on the master page item. It will unlock, override, and become a document page item. You're then free to change it however you like.

They are locked on the master page - unlock them there and you can then unlock them in the page instance
