this problem happen to me when I updated to v 17.0
now we have 17.2 but still no fix for this problem unfortunately
If you find solution please share -

I had the same problem with InDesign version 16.4. When I closed the 'Adobe Creative Cloud' application, the CPU usage became normal again.
