Export PDF doesn't allow "Two-up (Cover Page)" view
Using InDesign v16.1:
Export PDF preset "High Quality Print" or "Press Quality" viewing option layout for "Two-up (Cover Page)" is grayed out and unavailable. Though if exporting using preset "Smallest File Size" all options available for the PDF layout.
For book or brochure PDFs, "Two-up (Cover Page)" is the standard, and it used to be available for all export options.———a bug??

I believe it's because the Compatibility is set to Acrobat 5 or lower. Change it to 6 or higher and those 2 viewing options should appear.

Same problem on InDesign 17.2.1 x64.
Is this something about the config of the exported file??? -

Since the "big update" I have the same s**t.
PC - Win10 - High end Hardware - Everything is updated (drivers softwares)
