Cannot open file while InDesign is opened

I can't open the file while InDesign is open, returning the following message: "Unable to open document
"3849 ..." You may not have privileges or the document may be open. To allow multiuser access close the file and lock it ... Finder. File> Get Info. But if I quit InDesign and try to open the file, it opens normally ... Does anyone have any ideas?
Mac OSX 10.14.6, Adobe InDesign 14.0.3

I also have this issue now and it happens on every Indesign file that I try opening on the first try. If I try a second time (without rebooting Indesign) it opens. This has now become the norm in the past day. Running Indesign 14.0.3.
