Panel Keyboard shortcuts don't work if panel is minimized

If I have a keyboard shortcut assigned to a Panel item, then that shortcut ONLY works if the Panel is visible (i.e. not minimised).

Please allow all Panel Keyboard shortcuts to work wether the panel(s) are minimised or not

    Adobe, this BUG has been clearly documented for you for four years. Why the delay??

    Agreed! This is a major problem. It means we have to have all kinds of panels not just visible but OPENED in order to fire a keyboard shortcut. Terrible design.
