Table Footers Prevent Auto Row Creation
Normally, if a table with fewer body rows than will be needed if content gets pasted, body rows get created automatically. However, if there is a footer row, then the additional rows get created in the footer.
This behavior does not seem intentional since the automatically-created body rows seems more useful. A workaround can be to remove the footer row, then add it back after the contents have been pasted and the body rows created.

Just want to bump this with more information since the behavior is the same on CC 2019.
This is a choice between one way or the other. Do you want to just paste just body rows, or paste a whole table, headers and all?
If lines of tab-spaced text are copied and pasted into a row of a table, even in the designated header row, the text will fill in past the header and into the table rows and even the footer. Should this be intentional? Selections normally aren't allowed between header, body, or footer sections.
Additionally, if a footer row exists, then body rows won't be auto created if the pasted lines of text in the body rows exceed the number of body rows available. Footer rows would be created in this case, which doesn't seem as intuitive.
