Folio overlays

My colleague and I are trying to make a folder with Publish online, and sometimes we need 'Folio Overlays' tool - but it doesn't work. For me it's too big to see on the screen, makes everything slow - and for her, it doesn't work at all, it doesn't show anything at all.

The same situation has been happening to me for years and there is no answer or solution from Adobe.
