Table cell stroke missing (once save to IDML)
2019 indesign bug: When I save as an IDML version for our client, the table cell has a missing 'stroke/baseline for all the pages.

This bug affects ICML imports too, and is still present in InDesign 2023 18.1 (mac & win).
We've found that the bug appears to be related to (triggered by) merged cells (as seen in the OP's pngs). It's always the cells directly above the merged cells' right-most column whose underlines are suppressed. The bug affects _all_ rows above the merged cells, not just the row that's immediately above.

Every time I update the modified linked file, random table cells throughout my large document do this, very frustrating and time-consuming to change back.
