Speed up for Windows 10
InDesign is very slow to start on a new Windows 10 machine with 16GB RAM and a 1TB hard drive. It takes over 2 minutes from the time I click the icon until it's usable.

Honestly, that sounds more like a bug or an issue with your particular machine. Are you running on a mechanical HD or from an SSD? I'm running Windows 10 with 8 GB RAM and it only takes about 10 seconds or less to start InDesign CC 2018 or InDesign CC 2019.
My machine specs:
Windows 10 Enterprise v1803
Intel Core i7-7700
8 GB RAM
256GB Samsung M.2 NVMe Internal SSD
