JPEG files cannot be opened directly in InDesign. They can only be placed.
Create a new document and from the File menu, select the Place option. Select a JPEG file and click Open.Hope this helps.

Hello All,
Thank you for your patience all this while; we really appreciate your support!
Our investigation suggests that one of common reasons for the problem is that certain software (mostly antivirus and other security applications) and browser extensions happen to enable “Secure Keyboard Entry” on Mac machines due to which some keys such as Shift key in this case do not perform the desired action in InDesign.
For now I request you to follow the below provided KB doc for the quick workaround of the problem.

Please note that, the problem may not be related to a particular software; there could be a different application or antivirus which might be causing the problem by enabling Secure Keyboard Entry on Mac.

InDesign TeamAn error occurred while saving the comment Chris commentedI have tried everything listed here, this is an annoyingly stupid bug in CC. Even if you hold down the proportional keys, after you release, the image jumps to being not proportional and warped. I've also shut off basically all my system shortcuts, nothing works. This slows us all down so much! At first I thought it was bc I'm at a new job, new machine, no external keyboard to my MacBook Pro, but after adjusting all settings... nope. So tired of Adobe's bugs, do your developers actually use the software on a daily basis to notice these things? It's always something, then they come out with a new version again. ADOBE PLEASE FIX THIS ASAP!
It might help if you actually learn the program and know what it is used for. Common sense goes a long way.
