I have attached a video that shows the problem. I am filming my second monitor where I have most of the InDesign toolbars. The InDesign main window is on the first monitor that is not shown in the video.
    1) I first click on the menu button in the Effects toolbar. That works. The menu apperas.
    2) I then click on the menu button in the Character toolbar. That does NOT work. The menu does NOT appear.

Reason: This only happens to me when my main monitor SCALE is set to "150%" in the Windows settings, and the second monitor SCALE is set to "100%". When the Character toolbar's menu is too large to fit below the menu button, then the menu doesn't appear at all. It should have appeared above the menu button instead. This is really annoying.

Still got this problem. I got InDesign main window on the left display. And on the right display I got the toolbars. Left display is set to 150% zoom in Windows settings. Right display is 100%. When I click on the menu button (three lines / hamburger) on a toolbar that is quite close to the bottom of the right display, then the menu doesn't appear. I have to move the toolbar higher on that display to make the menu appear.
