I'm having a similar problem with Mojave 10.14. I'm on the current version of InDesign CC 13.1 and unable to collect a document without crashing InDesign. I'm packaging from the network to my desktop. I tried moving the files to my desktop and relinking so the document isn't linked to the network and was able to package correctly with no issues. I'm also using dedicated storage hosted on a Windows server.
