The fix of the issue is now available in the latest InDesign 2026(v21.0.1.006). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application, click on the context menu on the top right, and click on Check for App Updates.

This is a massive problem for our company. Not being able to disable this may as well make the cross-reference feature completely useless to us.

Everyone at my workplace is experiencing this issue, too, just after I'd managed to show everyone how it works and properly introduce this previously extremely useful feature to our workflows.
Unlike above, it does show a warning message for us that the image paths couldn't be found. The only way we can Data Merge images in ID2025 is if all the links are in the same folder as the INDD file so the CSV doesn't require any file paths, but doing it like that would make a huge mess of our file management.
For the moment, we're keeping ID2024 installed and switching between versions, which is of course not a viable long-term solution.

InDesign 2026 version 21.0
The tab ruler has become almost completely unusable. Trying to move a tab deletes all tabs to the right of it, and new tabs can't be made to the left of existing ones.
