Have you used InCopy before? InCopy lets someone open the design file and only be able to change copy that you have made available to them. They can't change the layout. It may help for what you need

I agree, I need to be able to select a linked graphic from my links panel and have the option for only all instances of that linked graphic to be high quality, but everything else stay as typical quality. Currently I have to manually go to each individual instance of my graphic and right click to change the resolution which is very tedious.
