Fix for this issue is now available in the latest update of InDesign 2020 – that is, InDesign 15.0.1
In the Creative Cloud Desktop application, click on the Updates section on the left. You should be able to see the Update available for InDesign. Please update your InDesign application to this version to try out the fix.
Let us know in the comments section if you face any problem with the updation process.

An error occurred while saving the comment Michael commentedFootnote numbering should be able to continue from one story to another, based on the document layout - page after page. Even if pages 1-5 is one story and pages 6-10 - another story, the footnote numbering should be able to continue from page 1 to page 10 consecutively. This is a requirement for multi-person collaboration workflow - you can't send them the whole file every time - but only one story. When this story arrives back, the footnotes should just update the numbering within the overall document.

Just downloaded ID 2020 and tried using autonumbering in Hebrew. The problem is still there. It doesn't appear to have been addressed at all because the behavior is exactly the same as it was in CC2014 or 2015. The tabs positions and indents get messed up when autonumbering is used. When converted to regular paragraphs,, the tabs and indents are correct.
@Ravi Kiran. Before telling us that the issue is fixed, you should verify it personally.
