This is also happening to our entire department since the new update (21.0). The answer we have discovered is to reset the workspace (whether it's one you have saved as your own or just using a default). Every single time I open a new file (which is many times per day) the pallets do not pop open. You can click them and they highlight like they are selected and popped out but they will not come out until I reset the workspace .. EVERY. SINGLE. TIMEEE PLEASE FIX THIS

This is still happening with version 21.0.1. I just did the newest update and it did fix a few things so I was hopeful. THIS PALETTE THING IS STILL HAPPENING! Making a keyboard shortcut because I need to refresh a workspace in order to use the palettes every single time I open a file (and sometimes multiple times during a file being open) is unacceptable.

The fix of the issue is now available in the latest InDesign 2026(v21.0.1.006). We recommend you upgrade to the latest version for the fix.
If you are unable to see the update, go to the Creative Cloud application, click on the context menu on the top right, and click on Check for App Updates.

This is also happening to me, along with the workspace having to be reset 7000 times per day to make the pallets pop open. Fingers crossed for us with this "new and improved" update. :|
