I have had this issue for a while as well. What I've found out is that the old designer did NOT like the guides (why? beats me). So every time I open a file from the old designer, I had to turn them on. The fix for this is pretty easy when creating a new document. Below should be able to solve your problems when you start a new project.

    1. Open Indesign - (not an actual project, just the app)
    2. Before you open an older project or start a new one, go to view> Grids & Guides> Show Guides
    3. Now start a new project.

With Indesign open, and not an actual project, that is where all your "defaults" are selected. If something is turned off/on in this screen, that will be the default status when you create a new document. You can also adjust many things on this screen to default if you'd like.

THIS IS NOT FIXED!! INDESIGN 20.0
The only "fix" is a work-around, then it happens again. You have to clear the cache in Indesign which deletes ALL your preferences, saved exports, etc. Then, 3-6 months later it comes back abnd you have to do it again!!! Windows 11 Pro Indesign 20.0 and 19.4

I have been dealing with this every 3-6 months and it is getting RIDICULOUS!! The ONLY "work-around" I have been able to do is to clear the Indesign Cache. This causes me to lose ALL my presets, workspace, Export options, etc. THIS IS RIDICULOUS!

Scenario: I'm working in client A folder Indesign (19.4) project. Save & Close my project.

Now, I go to Client B Folder, open Indesign 19.4, edit & save my project, go to export it, and the "default" location is in the Client A folder where I was working earlier, NOT Client B folder that I am currently working on.
