I am experiencing this behaviour, too. Also since 2023 or even earlier. Sometimes CTRL+ALT+ESC doesn't work on the first try.
Had it on an HP Laptop with integrated GPU, Surface Laptop Studio with RTX 3050 and on a Desktop with a GTX1080. Intel and AMD CPU. Only contstants i can think of between these machines (beside myself) are
- Greenshot
- Logitech Mouse/Keybord inkl. Logitech Software
- IrfanView
- windows 10 x64
- Dropbox/OneDrive/GoogleDrive clients
- chrome
- Microsoft PowerToys
- MS Office
- VLC Player

Yes. Not fixed. Problem exists also on Windows.
