Notifications can be turned off in the Creative Cloud Desktop (CCD) App > Preferences > Notifications.

An Adobe ID isn't required. You can set the review access to public, then anyone can view it and they don't need to sign in. For some added control you can also add a password.

The issue has been fixed in the latest release of InDesign – InDesign 2021.
Please update to this new version of InDesign to get the fix.—
