Momentum seems to be picking up for this over on the Illustrator feature request forum; there's conversation about whether to include it as part of Illustrator or whether it's better to make it a standalone app.
Frankly, I'm a fan of the latter. Charting is a complex enough arena that it could easily encompass an entire program. I think folding it into another program (whether Illustrator or InDesign) leaves it vulnerable to neglect in favor of core features, which is why we've gone years without any updates to the current Illustrator functionality.
