As confirmed by a customer over the thread that the issue is fixed in InDesign 2020(v15.1.2.226).
We recommend you upgrade to either InDesign 2020(v15.1.2.226) or to the latest InDesign 2021(v16.0.0.77) for the fix.
If you are unable to see the update, go to the Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

Fix of the issue is now available in InDesign’s latest November’17 update.
Please upgrade to the latest version InDesign CC 13.0.1 for the fix.If you are unable to see the update, go to Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

Having this same issue with CC2018 on my (and at least 3 others at work) running PC (Windows 10) only. Same file on my Mac with same export settings works fine.
We have:
- Trashed all preferences
- Uninstalled/reinstalled and made sure settings haven't migrated from 2017
- Confirmed image resolution is at/above the 300ppi threshold
- Confirmed files weren't damaged and all links are in tact
- Ensure that the preference Check Links Before Opening Document is checked, opened the
file and click on Update Links if the dialog is shown
The only work around we have found is to export as a high-res interactive PDF. But, this is only a short term solution as the pdf settings crops and bleeds are not available and are necessary for printing hard copy material.
This is a HUGE PROBLEM!
