Thank you everyone for your continued patience! Apple just released the macOS High Sierra 10.13 Supplemental Update. This will fix the cursor issue with InDesign on macOS High Sierra. Please go to the App Store to update.

Ive removed the ToolhintsBundle this can be found in the Application Adobe Indesign CC 2017 folder - Resources/CEP/extensions/ToolhintsBundle copy to your desktop, and delete the original. Open Indesign again it will try to show the flashing cursor but wont, only if you hover over a corner point.
