This issue has also been discussed on the InDesign Pre-Release forum. As of now, this behavior is As Designed.
However, we’re going to review this.

We need the ability to access each other's comments and add on to them if necessary (pass off ownership, or have all the artists be owners of the reviews). We are a team as well, and often have to work on someone else's job for a time (even a day or two – vacation, sick day etc). Without this, the share for review feature might be a deal breaker for us, as the team needs to be able to access and add to the comments history.
This would be very helpful. I'm thinking mainly for people who are seeing impaired [anyone over 40 :-) ] or anyone with a small screen. Being limited to comments in spreads could be considered discriminatory toward anyone in that category. But seriously, it really is frustrating to have to zoom in every time you have to make a comment. It would be so helpful to be able to choose your view.
