    As confirmed by multiple users, this issue is fixed in latest version of InDesign.

    I am also having this problem on macOS Catalina with the most recent Indesign 15.0.2

    If you create a package in a specific folder, no matter if you move the files or not, when you open that .indd file again (wherever it is now) it will recreate the Package folder and the sub-folder Document Fonts in the same exact place as where the InDesign document was originally created.

    At this point, with the amount of materials I've made in the last month (I work for a health agency) there's no possible way I will ever be able to track down and locate all of the 'orphaned' package folders that InDesign has created in our system.
