Few of our users have commented that the issue is still not fixed for them. We sincerely regret the trouble caused.
In our attempt to eliminate the problem completely, we could identify few scenarios in the which the problem would manifest. While we acknowledge that the list of scenarios may not be exhaustive, we assure you that we are continuously working towards solving the problem completely.

We have fixed the issue in the latest version of InDesign, Id 14.0.3
Please upgrade your InDesign application to the latest version to try out the fix.
If you are unable to see the update yet, go to Creative Cloud desktop application, open the menu (three dots) from the top-right corner and click on ‘Check For App Updates’.
If you face any problems with the new update, do let us know in the comments.

As of 14.0.2, Still fails. Not sure what you mean to create a file in the directory. What kind of file? In my installation, the InDesign Recovery/ folder does not exist. The message is:
Could not complete your request because of a database error <xyz.indd> is damaged (Error code: 0). I created the subfolder but still failed. I saved the INDD file as an InDesign template (INDT) and thank goodness that worked. I then saved it as an INDD file and for some reason it worked. Not sure what I should do here. It appears that the Cache subfolders are automatically created the first time InDesign runs (along with other cache folders and files). Is it that the cache file is somehow getting removed? BTW, the document isn't complex - only 36 pages. I have been updating InDesign CC for some time (not a new installation) and before this last release (14.0.1 or 14.0.2) I never saw this problem. Now I do and it failed with 14.0.2.
