    I just experienced this problem for the first time on my new laptop with a slightly older second monitor that does not have as high of resolution as my laptop. The solution was something I hadn't even considered:

    The Cause, Resolution Discrepancies between monitors: Using monitors with different resolutions can lead to cursor size issues. High-resolution displays may cause the cursor to appear larger when working in InDesign.

    The Solution, Change Main Display: Switching the main display to one of the external monitors can sometimes resolve the issue, as the cursor size may normalize when the application is opened on the main screen.

    This totally worked when I changed my main display from my laptop to the external monitor.
