   We confirmed that the 60Hz version MODEL A2119 EMC 3279 works fine. The offending Apple dongle is MODEL A1621 EMC 2877 which is the obsolete model.

   Please upgrade the Apple dongle to overcome the issue.

   Yes - I get this issue often!! Couldn't put my finger on it. Just read here that it happens if PhotoShop is open in the background. Happens in Illustrator too. Minimising PhotoShop fixes the issue.

   I'm using a brand new 2018 MacBook Pro (custom built in March 2019) with these specs so I know my Macbook is up to the task and Adobe CC 2019 Apps.
