    I agree, there are so many ways Adobe could fix this but the best would be to allow numbering to restart based on paragraph styles.

    FWIW, there's a commercial script called Break Text Thread from ID Extras (https://www.id-extras.com/break-text-thread/) which is free if you give them your email. InDesign only lets you restart numbering by page or by story, so this script lets you split stories based on paragraph styles. Best approach I can figure out.

    Also note that if you're working on footnotes, the same company has a paid script called Section Stuff that allows you to restart sections based on paragraph styles, good for automating footnotes numbering (since they can be restarted with each section).
