Fix of the issue is now available in InDesign’s latest November’17 update.
Please upgrade to the latest version InDesign CC 13.0.1 for the fix.

If you are unable to see the update, go to Creative Cloud application and click on the context menu on the top right and click on Check for App Updates.

    Thanks,
    InDesign Team

I thought it was fixed when I did several things; deleted preferences, clicked on the "Check links before opening" option, and turning off compression but I'm still getting pixelated images in 2018, but perfect pdfs in 2017.

Here's a link to the collected files for the layout that I'm having problems with: https://www.dropbox.com/s/02dembo1f1i3inv/TEST%20Folder.zip?dl=0
Indesign file has a gray illustrator file for the background image. a separate image box has a PSD file with background removed, transparent background. Both are pixelated when I export a high rez PDF. Even if I don't change any of InDesign's settings for "print" PDF it comes out pixelated.

I'm having the same problem too! I downloaded and am using 2017 until they fix.
