   Open fresh InDesign instance, with no documents open, change to inches (or other units) in Preferences >Units & Increments (for Horizontal, Vertical), then create a preset and save it.

   I couldn't get it to stick while any document was open. So, either it has been fixed in Id 2026, or it has to be done exclusively with no documents open.
